Question re corn gluten: What should be the transpired length of time between application of corn gluten for garden weed control and planting of garden crops?

I'm interested in seeing on the "What to Plant Know" charts onions and shallots grown from seed. I'm not sure when these should be planted in my zone (5) - Mid Atlantic Region (upstate NY).
