Is this a good pressure cooker? Options

Hello everyone!  I just joined the forums after this coincidence occured.  I was reading the little article about pressure cooking in the current issue of Mother and thought to myself that it's about time I buy a pressure cooker.  The cost has always been too much for me  but decided to bite the bullet.  That was yesterday.  Today I see the JCPenney ad for their sale coming up on Friday and Saturday.  Guess what...pressure cooker on sale!  It's a Philippe Richard 8-qt regular price $69.99 on sale for $27.99!  I can do that price but I've never heard of that brand.  Any comments, ideas, etc.?

I would object to the unnecessarily complicated cover, compared to the Presto. But if you can live with that, there is no reason why it shouldn't give you great service, and the price is right.
