Complete utter cornpone. Wood chips spread and worked in with a bit of urea has some merit, along with good cultivating practices, and growing a winter cover crop of red annual clover. Moisture is maintained by adding thick about three inches wood chip mulch after a very heavy rain, but this will still be insufficient for most garden plants.Extra water aids ultimate growth, but plants will usually produce probably poorly if conditions are left to nature. Appropiate human intervention allows plants to produce to their full potential.

Oh, and BTW, there are several examples of this working out exactly as described in the video.  Just because you aren't aware of it, doesn't mean it isn't true.
