I saw something on "This Old House" once, where they were taking several barge containers (the big steel ones), putting them on a foundation, with space between for additional rooms.  They put in flooring.  They insulated below as well as on the exterior, and put a roof over it to drain water off.  They cut holes for windows and doors, but essentially, the final house was a fortress.  It was reasonably good on energy, and certainly was not going to go anywhere in a hurricane.  The roof might blow off, but it was anchored to the foundation, and the wind wasn't going to blow the walls down.

And those barge containers were used ones sold on the market at a bargain.  I think they only paid a couple of thousand each for them (the price is likely higher now, but still reasonable).

Earth shelters work great in FL, just keep the slab above the seasonal water table which will probably require a berm like mine. Heating and cooling are optional here since the ground temp. is 72 degrees. earth-house.com lists most resources. cordwoodmasonry.com has great book.
