I used to see adds for little sheet metal radiators to put on exhaust vent above water heater.  Anyone know where to get those?

You won't find them.

The problem is that most older hot water heaters are natural draft and the radiators would reduce the draft and therefore increase the risk of CO getting into the house.

Some hot water haters now days have blowers and those could be fitted with a radiator to capture the heat lost, however the amount of heat lost is quite low in those units since you can use a flap damper with them to prevent airflow when they are off.
