Warm water heater Options

I'm sitting here with my hot water heater turned off while I do some minor maintenance and I'm starting to see that the only place that needs hot and cold is the kitchen faucet and the dishwasher.

This makes me think that I could save money if I had a system that produced warm water instead of hot water.

From a thermodynamics point of view it would use the same amount of energy to heat water to a warm temp as it would to heat half that amount of water to a higher temperature that is mixed.
This means that simply turning down the water heaters temperature would not save any "running" energy. Note: It would reduce "standby" energy.

One thought would be to use heat from a heat pump I'm installing to create the warm water.

But.... There is a problem in that warm water can create a bacteria problem.
